to me, this song is about the existence of Heaven (the Dream that goes on forever), and how we will see our loved ones that passed before us there. without heaven, we won't see anyone again, so we need to dream so that love goes on and on and on and on forever, right?
I think Todd has always made his lyrics ambiguous enough that you can interpret the lyrics as you see fit...from what I've read over the years, he's pretty tight-lipped about what was going through his mind as he wrote it....
