Todd is a stand-up guy that took in Bebe and fathered Liv while Steven was a drugged out loser and still is. Luckily Liv did not meet the same fate as Stevens first child, death at his fathers hands.
Liv visited Todd but she didn't live there. She was mostly raised by her mother's cousin in a very stable environment. Both Bebe and Liv have said time and time again that they thank Todd for all he did. Even Steven has said so. Stop judging everyone.
